Never. It is never employee's application. It is always the employer's application. If you I485 has been pending for over 180 days you can change your employer regardless of whether the original employer withdraws the approved petition.

Never. Better get used to the idea. The I-140 is the employer's property and can be revoked at any time, prior to you being able to adjust status (I-485) or switch employers after having had your I-485 pending for at least 6 months.
