Hi My OPT extension got denied for the reason of late filling. My initial opt expired on Feb 2nd 2016, and my application for extension was reached to uscis on Feb 5th. I made the scheduled delivery on Jan 27th 2016 with priority mail which supposed to be delivered on 29th Jan. When I asked USPS for late delivery they mentioned because of bad weather conditions snow storm blizzard 2016, but they weren't able to provide a written document, they advised to provide receipt and screenshot of tracking and weather report . what would be the success of motion to reopen under new facts of evidence.
Once your service was completed the grace period started.
