I need to file for a Cease and Desist Order ASAP for harassment and stalking. Should I retain an attorney or hire a paralegal? Thank you for your help.
Judges grant orders, not lawyers. Most civil attorneys should be able to assist you in obtaining one, but more information would help narrow the search.

You would need to hire an attorney for that. To my knowledge, there is no such thing as a Cease and Desist Order.
More facts would need to be provided in order to discover what is going on.
You should consult with a litigation attorney. Whatever you do, do not retain a paralegal. They are not allowed to practice law and cannot provide legal advice or representation.
