Did you have a court case with the mother that you have custody orders showing you as the Father? If Child Support Services was collecting the child support there should be a case open that names you as the Father. You should be able to amend the birth certificate within that case. See if they will assist you or see a family law attorney.
This is a very complicated question, as there is no mom. You could ask the court to join the mom's nearest relative to be put in the place of the mom, and file an RFO asking for the court to change the birth certificate.

You indicate that your children's mother has now passed away, so you will need to get a court order to allow you to be put on the birth certificate. This is a complicated process, because the children may need a guardian ad litem appointed and named as part of the paternity action. You should consult with an experienced family law attorney about this.
The short version is if mom refuses to amend the birth certificate to include you as dad, you should file an Petition to Establish Paternity to confirm you as the dad. Then you can file a Request for Order for the court to determine if you should be placed on the birth certificate. This will more likely involve a paternity test.
