Without a Trust, the property will go into Probate and an estate filing must be started asap. Ultimately, property will have to be sold and profits split, or an agreement for a buyout acceptable to all parties and with the court's approval, will have to be worked out.

Open a probate. During the process, you can get an appraisal and buy out your brother's interest in the property. Also through the process, you will get the property into the remaining heirs names.
If it is a joint ownership, then your Mom's share went to the other siblings and they will decide how to distribute the home.
