An ex-friend has put up an internet site using my name and included my family members names to attach it to their name searches. He has put in the site false information including that I am HIV positive. I have contacted GO DADDY and they informed me they have no control over content.

You can retain a litigator who practices in the areas of Internet and privacy to send a cease and desist letter demanding the site be taken down, and you can file a civil suit for defamation. The statute of limitation for suit is short in PA, you should act on it immediately.
