My daughter was studying abroad in Rome in a program sponsored by Kutztown College and managed by a company called API out of Texas.
She was there for 4 months. On the second to last day, she went to a going away party at a fellow program student's apartment. At this party my daughter was raped by another boy student in the program. (That student is from Rhode Island.)
She left the party immediately and eventually made contact with an API representative. She discussed the issue where the rep identified that the process for reporting a rape to local police and attending the hospital to perform the rape kit could take a long time where she might miss her flight home. So she did nothing more in Rome.
As soon as she got off the plane we took her to our local hospital where we performed the rape kit. Through a maze of trying to find someone who knew anything about this convoluted jurisdictional nightmare, the Bethlehem barracks of the Pennsylvania state police took custody of the kit but as I understand did nothing else.
What can be done? I contacted the embassy in Rome, I contacted Interpol, I contacted the FBI.... all dead ends. She deserves justice.
Contact the district attorneys office and ask to speak with a district attorney or office representative. They should be able to provide you with more guidance. With this type of situation, and as you put it, jurisdictional nightmare, it’s hard to say who should lead such an investigation. Be it a Pennsylvania matter or a Rhode Island matter. The district attorney should be able to provide you with guidance. That said, whether they decide to pursue the matter and press charges is another matter. I would also try to contact a civil litigation or personal injury attorney. If there are no criminal charges pressed, you may have a civil action options, however these may be costly and difficult. A civil litigation/personal injury attorney should be able to assist you with fleshing out these options.

I am very sorry to say, but if this incident occurred in Italy, neither Pennsylvania nor Rhode Island authorities have jurisdiction to prosecute. Perhaps you could try to hire an attorney in Rome who could help navigate the system with Italian authorities? This, however, would likely require your daughter to return to Rome if court proceedings occur.
I'm unclear from your question whether the offending student also attends Kutztown or a school in Rhode Island? If he also attends Kutztown, your daughter may want to consider applying for a Sexual Violence Protection Order to keep him away from her on campus. Here is some information on that:
