Have a contract for the purchase of a boat stating that as soon as the boat is paid that the prior owner is to return signed title and registration. It is now been six weeks and the prior owner will not return the documents. I have a letter and copy of the check stating that it has been paid in full. And she will not comply with the contract. She no longer lives in New York state, she has moved to Florida.

I agree you need a lawyer. I hope you have her new address in Florida. In the meantime, if you do not have the boat stored on your own property, i.e., if it is stored at a marina, you should notify them that the boat now belongs to you and that they must not let it be moved without your permission. If it is stored on your property on land, secure it so it can't be towed away by someone with a boat trailer or hitch. If it is in the water, change the locks on any doors, and have the ignition rekeyed.
