My landlord holds a lease of a rent control apartment and sublets bedrooms
I discovered that my landlord has been collecting more rent than they pay for the entire apartment which i believe is forbidden by law
I am wondering if anyone knows what are the applicable laws / civil codes they are breaking and what is the punishment for such a violation?

You should report this to the LA Housing Department.
They will give a Notice to the landlord to disgorge the rent overage.
You can also sue the landlord for the rent disgorgement and get back the rent overage, triple damages, and attorneys fees and costs.

I'm not sure I agree with my colleague. Based on what you are saying: your landlord is a tenant--not an owner--and he sublet to you and others. If you expose him you will probably get evicted (along with him). Your fates are intertwined because your right to possession is predicated on the landlord's right.
