Better to wait for I-140 to be approved for at least 180 days before a company files an H1B transfer petition. The green card process (PERM and I-140) will generally need to be started from the beginning by the new employer (unless I-485 has been pending for at least 180 days) but the priority date from earlier filing can be retained.
