You don't press charges and neither does the cop. The prosecutor is the only one who can press charges and the only one who can drop it. I'd say dismissal is low if you had to go to the ER and had injuries. YOur boyfriend needs an attorney.
Your boyfriend needs to hire an attorney and then arrange to turn himself in. Domestic violence cases are tough and require competent representation. Most DA offices do not allow a victim to simply decide to drop charges.
Your boyfriend should contact a criminal defense attorney in the county in which the charges were filed. There is always a possibility that the charge can be dismissed. It may take him turning himself in first. A local attorney can advise him of what options he has, and whether or not it is necessary to go into custody. Once the process has been served, depending on the facts, circumstances, and jurisdiction, there may be opportunities to secure a dismissal.
