You officially cannot do forum shopping. It will be investigated before and during the asylum interview. You must prove your claimed residence at the location you are filing for asylum for at least three months prior to the interview. Many attorneys practicing in CA seem to think that LA and SF are the most advantageous offices to file for asylum. I do not completely agree. It depends mostly on the strength of the case., credibility of the applicant and the expertise of the attorney. With these three components in place you can prevail at any location.

I have seen the same very question posed by quite a few foreign nationals in my practice. However, asylum application is not a Romanian market where a customer may saunter and decide where to buy goods.
Asylum submission is always prepared on merits based on a truthful and consistent fact pattern.
For one or another reason some foreign nationals think that if they sum bit their asylum claim in a certain geographical area they would have a better chance of approval. That is just a fallacy as the case merits matter more than its place of submission.

Asylum is based on federal law, which means that all of the asylum offices in the country follow the same rules. Different states don't have different rules for asylum. The application process is the same for all states, and it is not easier to get asylum in one state over another state. As my colleagues have pointed out, your chances of obtaining asylum rest on the strength of your application, not where your interview takes place. Once you are in the United States, I strongly suggest you hire an experienced attorney to assist with your asylum case. Many attorneys on Avvo provide free consultations over the phone or Skype. Best of luck!
