Is my understanding of the new Obama immigration executive order correct that all undocumented immigrants who have stayed in the US more than 5 years are qualified for this new order?
Every lawyer charges differently. Consults are often free but the actual charge for filing will be different. If you are told a price and you feel like your eyes are about to pop out, it is unreasonable:)
No. Only those that qualify under the specific requirements. You should consult with a knowledgeable attorney to find out if you do.
I am located in Houston, Texas, but do consults and have clients all over the United States. Avvo doesn't pay me for this response, and I'm only offering limited advice based on the few facts given me in your question. I am not your lawyer solely because I answer this question or respond to any follow-up comments. If you want to hire me or are interested in a low cost or free consultation, please contact me directly. . Otherwise, please don't expect a further response. We need an actual written agreement to form an attorney-client relationship. It's impossible to fully evaluate a legal problem without a comprehensive consultation and review of all the facts and documents at issue.
Every lawyer charges differently. The nice thing about immigration law is you aren't confined to the lawyers in your own state. You can 'shop' around nation wide.

In regards to legal fees, the attorneys will be quoting either a set fee or an hourly fee to assist in preparing these cases.
Your understanding is very wrong. Please, for your own benefit, make sure you consult with a qualified immigration attorney regardless of the cost. What is your future worth to you? You are missing the details of who is qualified, and should have a thorough detailed evaluation of your history (not just 15 minutes).
