But my employer says (Received signed H-1B withdrawal letter from employer)
what does this mean. Is my employer taking back my petition. what exactly Withdrawal letter means.
It means the employer is no longer interested in having you among their employees and notified USCIS accordingly.

Contact the employer. They might have moved to cancel the petition or it is an error which needs to be addressed by them.

Simply means the employer had a "change of heart" and is no longer interested in sponsoring your for H-1B.
