Since then he let the mom have the kids with here for the school year and now the kids want to be with him and he now has a good job with housing for them. Isnt' he in the legal right from his divorce papers still to have the full custody? The divorce was done in Phx when he and the kids lived there and the mom has always lived in Calif. where now both parents live in calif.
He needs to register the AZ judgment in CA and enforce it here. It is true that the custody orders are still good until modified but his ex could easily get them modified because of the children haven't been with him for 2 years.
Your son needs to talk to a licensed Arizona Family Law Attorney about transferring the case to California via a motion so that the Arizona order can be enforced in California.
