So I applied for a life insurance policy and the agent said they "personally talked to an underwriter and it is pretty much a guaranteed issue" and now I have been declined. Do I have any recourse?
Pretty much nothing happens, the agent lied at worse or was just selling. I note you say "pretty much a guaranteed issue" that is not the same as "done deal the policy is being issued". Find a local insurance broker and stay away from agents.

"Pretty much a guaranteed issue" is no guarantee at all. Misleading? Yes. A guarantee? No. Shame on the agent.
