I received a traffic ticket for running a red light last year 2016 and was told to pay $165 by December 2016 and I still have yet to pay it. I also only have a permit & I'm 21 years old. I'm not sure what's going to happen.

I would imagine that your driving privileges have been suspended in New York. I suggest you make arrangements to immediately pay the fine as well as any suspension termination fee that be due and owing. I also suggest you cease driving until you clear this matter up to avoid the possibility of being arrested for aggravated unlicensed operation which is an unclassified misdemeanor.
