You should not proceed further without a lawyer. These cases are complicated and the insurance company is not looking out for you. You do not have to pay the attorney up front. The get a small percentage of your permanency award.
Vocational rehabilitation benefits do two things. They allow your temporary total disability benefits to continue and the insurance company hires a vocational counselor to help you find a job. The other option they are discussing is a full and final settlement which will close out your case forever. If you are out of work, that money will be gone quickly.
