All utilities have been stolen my tenant, which is a breach of contract (which now they are all turned off) . The tenant also has a dog which is breach of contract. Only 2/3 rent paid in July 2012 my another adult in rental. Just found out tenant (who signed lease) is in jail for trafficking drugs. Lease is up in September, what is best way to get "all others" not on lease out of property. I have called animal control to get dog out of house which is abandoned, but they wont get involved.
Nobody but a judge has the authority to address the issues you have raised. You will have to file a Complaint in the local circuit/superior court. You will likely want to obtain the services of a lawyer. A tenant cannot "steal" utilities in the way you suggest.
