The packet is complicated, and it is worth at least having a brief meeting with an immigration attorney to make sure you are filing everything - not just the forms. And giving them everything they need to see, so your wife does not have a stressful experience. Good luck.

My colleagues are correct. The first part is probably New Orleans ... the second part is the closest US Consul/Embassy in her home country ... just in case the New Orleans office denies the Adjustment ... yes, it can happen.
