I am assuming from your description that this is a violation of ARS 28-4135(C), failure to produce evidence of financial responsibility. This just means that when the officer pulled you over, you did not have your insurance card. To resolve this, just produce proof of insurance to the court showing that you had insurance covering the date the ticket was issued, and the court will dismiss this violation. Your insurance card that you would normally carry in your car should show the effective dates of your policy, and as long as the date of the ticket falls within those dates, you should be in good shape.
