What does it mean when a case shows "Summons Not Issued - Out of State"?

It means that he has not been served with process aka not formally notified of the charges pending against him. He is believed to be out of state and therefore, he cannot be arrested until he enters the state. Extradition is highly unlikely; they may mail him a notice to appear.
