My husband visa was denied at interview. The case was sent to the uscis. A letter of an intent to revoke was sent but i was overseas and the date got elapsed. The case was revoked finally and when I filled an appeal protesting their dicision, they accepted the appeal and reveiwed it. After the review, they reaffirmed the case and sent it to the department of state for visa processing.
If this is an I-130 and the approval was affirmed, then your husband will get another interview at the U.S. consulate abroad. I recommend having a consultation with a qualified immigration attorney who could prep your husband for the interview to maximize the chances of approval. Most of us conduct consultations via Skype if the beneficiary is abroad.
