The court recently entered an order directing me to file a reply "no later than July 16". What time does it refer to? no later than 12:00 am of July 16? no later than 5:00 pm of July 16? or no later than 12:00 pm of July 16. I checked the local rules, not sure if I actually understand.
Are you serious? Do you really think you can go down to the Courthouse at midnight and file legal documents?
In case you are serious the requirement means you file the documents with the clerk before the end of business since there is no one around who can take them and stamp them as having been received.
As an aside, if this is something that as complicated as you appear to want to make it I strongly suggest you hire a lawyer because this is way outside of your area of knowledge.
