Please see my prior answer. You are abusing Avvo, asking other generous Avvo attorneys to explain an answer you received without providing an appropriate explanation. It would be different if this phrase actually occurred in a settlement agreement involving you, but if I am correct that we have exchanged posts earlier today, it does not.

Avail means to take advantage of or have an opportunity to do something.
Independent means free or self-sufficient; not working for someone else.
Legal mean of or related to the law.
Advice means guidance or information.
Put together, that means that the parties had the opportunity to seek their own information about the law. This means that everyone had a chance to do their own research and/or hire their own lawyer to get legal assistance.
