My entire executive board stepped down not leaving us that remain a way to vote on bringing a new executive board in we do have a board of directors but our bylaws state in order to vote that there has to be 2 members of the executive board it also says we only have 1 election a year at the end of the year so we camt leave it up to the members of the association either

Nevertheless, as a practical matter, it appears you can't do anything right now. Therefore, I think those who remain as members should initiate a call for a special meeting for elections, giving the notice that is required in the by-laws, location/time/etc. , whether proxies are allowed/rules in that regard, etc., whether electronic voiting is accepted, and delivering to all as required to make this an effective election. Because of the extreme importance of an election to revive the administration of the HOA, have an attorney help craft (or critique a draft) of the notice consistent with the bylaws before delivering it to all members. Appoint 2 people as "tellers" for the votes on a date and time for the election. Be very particular in order to get full board (sensitive to alternating terms --2, 3, 4 years and then appointment by that new board of the pres vp secretary and treasurer. Good luck.
