My brother was arrested a week ago and just today he told me that when he got arrested . His arrested officer took him to a room and beat him akmost breaking his neck. Hes afraid to speak up because he is a prisoner and he thinks no one will believe him.

Police are given great discretion when using physical force but they cannot beat people up simply because they are the police. If the violence was unjustified, your brother might be able to sue for police brutality under 42 USC 1983 (a civil rights statute) and/or other laws. Proving it might be difficult but if he can prove that he could have a case.
