Take out kidnapping charges.
Otherwise, you'll need to hire a Nevada attorney to get you a court order giving the police jurisdiction to take the child. You may need to register the current order in Nevada, to be able to get something done, if the child has lived there for at least 6 months.
Consult with an attorney, to go over all of the details of your case, and to develop the best plan of action.

You should not take any action that might affect your claim(s) without first seeking the professional opinion of a licensed attorney. There are often strict deadlines for filing suit, responding to a suit or making an appeal and you need to personally consult with an attorney to make sure that you understand and meet those deadlines.
Get a Writ of Habeas Corpus and give it to the Nevada Police to regain your son. At the same time, file an action in the state that issued the custody order and ask that the legal father's visitation be adjusted to require that it be supervised or limited to North Carolina or some such action. Your attorney can advise as to the procedure.
You need a Nevada attorney. Best case, they may be able to get police to comply with your order. Otherwise, they should be able to register that order in Nevada and modify it as necessary. Talk to someone quickly, though. The longer you wait, the less likely the court is to view this as an "emergency."
