Pretty simple. The answer is in your question. Taping a sex act without first getting the consent (permission) of those involved.
It should also be noted that the people involved must be able to legally consent. If they are underage, developmentally disabled, or under the influence of drugs or alcohol (or passed out), they cannot consent.
