I finally found evidence from State of California that I was terminated on 2/12/16 by permissive reinstatement by allegedly not meeting conditions of employment under government code 19585 (I was injured and could not return to work). Long story. The department tried to say that I resigned on 1-27-16. I want to change my pleading but I am not sure how to change the pleading. Also there is evidence of tampering with EDD documents, duty statement, perjury. I filed for wc but the case was dismissed, too late to reopen. I have a civil case for disability discrimination wrongful termination. Department stated on 3-10-16 due to mass hiring no more job vacancies. Not sure best route to take for pleading, fraud, etc. Report fraud to EDD and WC and change my pleading again. Any help appreciated.

If you do not have an attorney, you should get one. Trying to litigate against the attorney general's office is going to be very difficult and you may well ruin your case trying to do it yourself. At the very least, hire an attorney to consult with you about these kinds of specific things.
