Your discharge only affects utility bills you owed prior to filing bankruptcy. It's not clear from your post if the utility is billing you for pre or post bankruptcy utility services. If the utility charges were incurred after you filed your Chapter 7 case, they were not discharged and you still owe same. If the utility is trying to collect pre bankruptcy debt, it is likely in violation of your discharge order and you or your bankruptcy attorney can file a motion to reopen your Chapter 7 case and then pursue claims against the utility company.
