What can I do to resolve this matter ?

I lived in Florida and my license in NY was suspended until i paid over $1300 in penalties. I wanted to move, but I was stopped 2 times in Dec 2016 and Jan 2017 in Queens NY for no seat belt and suspended license for not paying fines that jailed me with a desk appearance ticket. My court date was in april 2017 with a public defender. I pled not guilty and was ordered to pay all the fines and tickets to the cashier by August 2017. The payments were made. 0 balance. I moved to NY in November and requested an address change. I just received my old mail from my Florida address Suspending my new NY license for NON PAYMENT OF SEATBELT. I contacted Violations and they said I never paid the seat belt ticket. I have a recipt showing my payment in August for the seatbelt. They explained that i paid it in the wrong location which was the NOT supposed to be the courthouse i had my case in. I returned to the courthouse cashier today with my receipt for my August payment and they could not find it in their system as to where the payment went to. They could only tell me that my case was paid and closed.
