Biological father has had nothing to do with our two year old daughter. We have a court order for child support which for the past year he has no obeyed. He has moved to another state and I have been receiving zero child support. Child support recovery and enforcement keep telling me the same thing over again and say that they are trying to locate him and that’s all I’ve heard for a year.
If you can find him, you may be able to file a motion to enforce or a motion for contempt. However, if you don't know where he is, there may not be anything you can do. You should contact an experienced family law attorney in your area to discuss your options and possible outcomes in greater detail.
