What can I do to close my dads estate my mom has not closed it since 2011

I have a similar situation on my hands in Durham right now. Basically, if your mother as personal representative is still within her time frame to file a final accounting or affidavit of collection (or other instrument), you have to allow her that time even if it appears that she is procrastinating, or dragging this out longer than the facts warrant. However, if you believe your mother is prolonging this willfully and without good cause, you might consider retaining a local probate lawyer to send your mother a demand letter to resolve this, or to petition the Clerk for a hearing on the status of the estate. A probate lawyer who is familiar with the local Clerk's staff in the Estates Division will know how to coordinate this step if it becomes necessary. Hopefully this will come to a proper close early in 2020. I hope this is a rewarding and productive year for you.
