I was locked out of my apartment to change the locks and refused to give me a chance
Call law enforcement and report the lock out. You need to get a lawyer and give the landlord a wake up call lock outs are unlawful in Washington. see rcw 59.18.290 linked below.

Make sure the lockout was "illegal." Your landlord does not have to "give you a chance" if he gave you notice and got a proper order for a writ. If you think there might have been an action filed, check with the superior court clerk in the courthouse.
