I live next to a Unilever plant in an income based apartment complex that's almost across the street from the main entrance, but set back from the main road. This is in Raeford, NC and as of the past year (although it could have been longer) the plant has had some equipment running that sounds like a super loud leaf blower from inside my unit, but more like loud buzzing outside. It can go on in excess of 12 hours at any time of the day and sometimes it will die down for a few seconds or minutes before starting back up. Out of desperation I looked at the city ordinances for noise and it is not complying with at least one general noise ordinance and both the light industrial and heavy industrial noise ordinances. However, when I called city hall to address this, they acted like even though what I said was true, they don't have any jurisdiction and that the plant is overseen by the state or some power higher than the city. This has affected my health and I imagine a few hundred other residents within earshot, plus maybe even the workers there too. There are very few trees around the plant itself to buffer this noise. What should my next course of action be?
