I purchased a house for sale by owner and never received a form 17.
After the closing I discovered a bathroom has been installed without a permit.
Since then the person has moved out of state.
You could sue the seller, if the bathroom legally required a permit. However because you closed without a form 17 and presumably waived all of your inspection contingencies the seller would have a defense. See a lawyer with your documents in hand.
