My brother has been arrested for violent felony charges while on federal probation. His charges are assult with a deadly weapon with the intent to kill (the co-s defendent used the weapon, my brother did not), felony conspiracy, and kidnapping ( because they moved the victim about 100 ft from where he originally stood).
You cannot get the federal hold lifted. If your brother is convicted of any or all of these offenses, he will have a federal probation revocation as well. The hold will not be lifted until your brother is transferred back to federal custody.
The only way to have the hold removed is to prevail at trial and at the violation of probation hearing.
The federal hold will likely remain unless your attorney is able to convince the government and probation that there is no potential for a probation violation. Under the circumstances, that appears to be a difficult task. Ask that a federal defender by appointed in the district where the hold was placed to investigate and advise your brother.
