What are the renters rights in rural TN?
My friend lives in one of several trailer/campers in Jefferson County. This trailer is part of a nonprofit organization that claims to provide housing for the homeless. They are expected to pay $70 a week to live there. (They sign a paper when they come there but noone is allowed a copy) I have hree main questions: can she limit who visits a trailer during the day, can she refuse to allow them to use the air conditioning and do the trailer/campers have to have plumbing (running water, working toilet, etc )

Not sure who the "she" is that you are referring to. If your friend is homeless then they qualify for legal assistance through the local Pro Bono program, due to income qualification. Get some assistance from the local clinic there.
I agree with the other attorney. Your friend should consult with the local legal aid office to determine her legal rights in this matter (assuming she qualifies for assistance).
