Two best friends from different states with mutual feelings, one an underage female and the other an of age male, go to an public four day event in the female's state. If they do not conduct any sexual activity, have any plans for having sex, are never alone together ( as they have shared friends) , or give any indication that they are in a relationship (such as kissing or indecent touching), are they still liable to any legal repercussions?

As long as one of the people having sex is under 18, it is STATUTORY RAPE. It matters not whether the parents know or even approve of it, neither they nor the girl can legally give consent.
