Why are you asking thousands of lawyers around the nation on this site---we have no idea about a local county election. Perhaps contact the candidates office and or website and do some research that way.
We have no idea. For a local electoral contest, try checking with your local newspaper, as well as any voter information that might be supplied on a politically neutral basis by your local elections board. You can Google the candidate online to see what you find, and speak with local contacts who regularly do business with your county government to develop and informed perspective on the candidate's qualifications.
