I beleive there are 190+ countries that allow visa free entry. Is there a site to see how long can one stay in a certain country? Can an average American easily/permanently relocate to a EU nation, Canada, or Chile?
You may call each countries consulate or check on line. You may travel to some countries without a visa but none will allow you to remain there permanently without going through their local residency requirements.

Your questions is not proper here. You must ask your questions from the consulate of the country of which you intent to obtain residency or an attorney familiar with that country's immigration law. The state.travel.gov might be helpful too good luck!
America has trade treaties. If you find out which countries allow people to come here to trade or invest with an E-1 or E-2 visa, you may find that there is a reciprocal arrangement for US citizens in that country.
