The Administrator on the Estate claims that we need to first complete and file a Notice of Proposed Action prior to putting the house on the market. Don't we simply complete the Notice of Proposed Action once we have an actual buyer?
Only once you have a buyer. You have authority to put the house on the market without notice. Note if you have an heir that wants to buy it you want to take that into consideration so you don't run into issues with a disinterested buyer.
