BECAUSE OF LONG DELAY IN PROCESSING OLDEST CHILD IS NOW OVER 25 (STILL UNMARRIED AND STILL LIVING WITH HER PARENTS) AND EMBASSY IN KIEV HAS APPROVED VISA FOR EVERYONE ACCEPT FOR THE OLDEST DAUGHTER . WHAT CAN BE DONE TO ALLOW OLDEST DAUGHTER TO COME TO US WITH HER FAMILY? WOULD CONGRESSMAN IN MY DISTRICT BE ABLE TO DO ANYTHING?

The daughter may have aged out under AC21 and therefore the Consulate did not approve her green card. She would then need to find an independent way to get her green card. You should retain a lawyer to assist with your specific situation.
