The UPS store mailbox (which is the one that I use for all of my legal documentation as my physical business address) that I am using, is in a different city than where my home is located. When I go to get a business license, do I need to get one in the city where I live and thus where my home-business is actually conducted from or should I get one in the city where my UPS store mailbox is located to maintain continuity with the address I've been using on everything else?
Where are you engaging in the business activity--in your home. If so, I anticipate you will find that you must register there. The UPS space is not too different from a PO box. However the idea of a license is to give you authority to do what you do.
I suggest you contact your local government in Stockton and determine what, if any, licenses are necessary. I suspect they will advise you to register in Stokcton or wherever home is, assuming a license is necessary.
Where your business is located is only one part of the question of what City do you need a business license for. The type of business is important to really know the answer. A business that is somewhat mobile may require licenses in each city. For example, a Contractor will need to get a business license for each city for which they are performing work or they will not be able to obtain the required permits. Or, a mobile boat cleaning business will need a license in each city they work or they will not be able to get access to the various marinas.
