Greetings:
It sounds like you have been charged with driving an unregistered vehicle in violation of VTL 401-1a which is punishable by a fine between $0.00 and $300.00, up to 15 days in jail, 0 points and a $80.00 surcharge. It also sounds like you have been charged with operating or permitting operating without insurance in violation of VTL 319-1 which is punishable by a fine between $150 and $1,500.00, up to 15 days in jail, 0 points and an $80.00 surcharge. If you are found guilty of driving without insurance, the DMV will automatically revoke your driver's license for at least one year. The DMV will also assess you a $750.00 civil penalty which would have to be paid before getting your driver's license back. If you explain, you will probably be found guilty because it does not matter that you were only moving a non-retail vehicle 400 feet. I do not practice in NYC but suggest that you speak with traffic ticket attorney who does practice in NYC to discuss your options.

In NYC, there are no plea bargains or deals. Therefore, your case will have to go to "trial" where you will either win or lose. Because the two tickets are "paper" tickets and because you apparently do not have the documentary proof needed, you are likely to lose.
A conviction to no insurance ticket is very bad. It carries a hefty series of fines and will result in your driver's license being revoked for 1 year.
With that said, there may be some help but I would need more information.

The outcome of your case depends largely on whether you were given criminal court summonses (pink tickets) or traffic summonses (yellow tickets). You are facing large fines, license suspension or revocation and, possibly, misdemeanor charges. If this is a Bronx matter, yellow tickets will be heard in Traffic Violations Bureau. There is no plea bargaining in TVB. Pink tickets will be heard in Bronx Criminal Court, and may result in a criminal record. There are many lawyers on Avvo, including me, who will schedule a free consultation to fully discuss your case. I think you should speak with a qualified criminal defense lawyer as soon as possible.

Did you have auto insurance in effect on another car? The lawyers posting comments here didn't even consider that VTL 319-1 allows operator's liability coverage, such as those provided as supplementals in the standard owner's policy, to get out of the uninsured operation in court. Also noteworthy is that listing an unregistered vehicle in an personal auto policy probably would not cover the vehicle any way, because the policyholder is not the registered owner of the vehicle... The Personal Auto Policy (PAP) typically includes provisions for providing temporary coverage for 30 days for newly acquired and replacement vehicles. There also may be Non-Owned Auto coverage available to you through the policy (since the vehicle was not registered in your name nor regularly used or available to use by you). Of course, these items could only get you out of the uninsured operation ticket only... I don't see any way you can get out of unregistered operation; only a previously issued registration document from a state DMV could do that...
