Hello, I have a friend looking to remove her child from a public school and place the child privately as the child has learning disabilities and is not making progress. The question is after she gives the 10 day written notice what happens next? Does she have to wait the full 10 business days before removing her child and give the school a chance to respond or can she remove the child and not expect reimbursement for the 10 days the child was pulled before the end of the notification period?

Your friend needs to seek guidancel. If she has already selected an alternate educational facility which will accept the child then she should ask them about how to make the transfer mot smoothly, they should know. This is not really a legal matter..
