I have put on waiting list for U visa on 5 th February 2016 because this fiscal year visa cap already reached and sent me the letter stating they will issue visa when new visa will available. My question is that will I get visa this fiscal year October 2016? How much visa backlogged? Now I live in India.
Unfortunately, the wait time will likely still be at least a couple years, maybe even more. It depends on when your I-918 was filed, and the 10,000/year cap is making the wait time longer each cycle, but be patient, it will come. However, if there are any close family members whom you would like to petition, now is the time to do it. They cannot come sooner than you can but they are not subject to the backlog. As soon as you receive yours, they can receive theirs, and now is the time to petition for them, if there are any such family members for whom you have not yet petitioned.

The U visa backlog is lengthy, it will most likely take longer than a year. I do not recommend that you make any plans dependent on the date that you get your visa, because it is very difficult to know for sure when you will be able to come to the U.S.
