I have valid USA h1 visa but due to conference I am travelling to Europe (with Europe visa). Do I need to
complete any other facilities? such as broader control or I-94 form,or any declaration form to the employers?
You may travel to Europe with the European visa and return to United States with the US visa.you will need to present evidence of your H1 upon return to United States. You may also be requested to provide evidence that you are maintaining your H1 employment.
Attorney Robert Brown's (former INS Director, 1972-99) reply to your question is general in nature, and does not constitute legal advice as all facts are known to him. For specific advice or representation you should retain an attorney experienced in immigration law. Mr. Brown's reply on AVVO does not create an attorney/client relationship not constitute legal advice.
You have to talk to the employer. I am not sure US border rules apply in Europe.

You need to contact the employer's immigration attorney to guide you as to whether your U.S. visa is in order ( for you to re-enter the U.S. ) and whether you will need a visa to enter the EU.
