Actually, it is more a matter of your parents showing their strong ties to their homeland. Proving to the officer that they have no intention of coming to the US to stay and will return home.
Usually showing property ownership and other ties will help.
Have them contact the consulate as some of them have very specific documentation they want to see.
While I am sure you would like both of your parents to come, I have seen success where a consular officer will approve one visa as a compromise. Each consulate does want different proof of ties to home country as my colleague noted.
